If you drive mostly stop and go in the city, 17 mpg doesn't sound too bad. Don't rely on the OBC's AVG MPG function- take the miles and divide by the gallons used instead.

About the odometer: it has little plastic gears that tend to disintegrate. This could cause it to underestimate the miles traveled. Go out on the highway and check your odometer against a measured mile.

I've got an '86 535i, everything is stock. It seems to me that fuel consumption of 17 mpg of moderate driving in city cicle is a bit to much (considering the fact that it obviously lacks power). Or may be it is normal for this cars?
