I've got an '86 535i, everything is stock. It seems to me that fuel consumption of 17 mpg of moderate driving in city cicle is a bit to much (considering the fact that it obviously lacks power). Or may be it is normal for this cars?

is the car displaying any other odd drivability problems? using oil, hesitation, etc?
it is possible that you have a burnt intake valve. my e34 m5 was getting about 21mpg on the highway when i got it. then at the worst it was getting about 16mpg. i had to change the timing cover gaskets and in doing so also changed the valve guide seals. i pulled the head to make life easier and guess what... no1 cylinder intake valve no1 was gone... the keeper guides were gone... just a thought, may not be that bad for you, but this is worst case senerio.
