I Am researching the 1982 bmw and its bumper

Does any one know in detale why the 1982 528e didn't get a EURO bumper?

ANY INFO ON THE SUBJECT WOULD BE GREAT
websites, articles, books
Thx

The US gummit had the bright idea that we'd all be safer here in the land of the round doorknob if our cars could withstand "collisions" at parking speeds. So we got battering rams to protect our tailights and not much else.
