ABS indicator lights up on startup, shuts off after car is running. Comes back on as soon as I get rolling.

checked sensors, each measures ~1000 ohms
pulse wheels are all in good condition and clean
checked both relays by ABS pump, both good
jumpered ABS pump, runs fine
spun each wheel while measuring AC output from sensor, RF, RR, and LR all put out ~0.5v at whatever speed it is that I can spin the wheel. The LF puts out ~0.25v at the same rpm.
swapped LF sensor for known good one, same deal, ~0.25v
spun each wheel while measuring current output from sensor, needle wavers back and forth like I'd expect it to
put car on stands, started it, spun one wheel until system faulted, shut car off (to reset ABS fault system), repeated for each wheel... each one can make the ABS system fault, so signal is getting to ABS computer

I'm stumped, and the Bentley manual is useless for ABS troubleshotting. Does anyone have the ETM for this car? Any hints from it or could you scan in the relevant pages? Thanks for any info...

check the condition of the teeth on the wheel hubs, should not be rusty!
