Yes, that is true, but you have to remember that the german's use the PS-DIN horsepower rating while we use SAE. So there is a bit of change, like for example 185bhp in germany is actually 183 bhp in US.

But nevertheless, you also have to realize that the US E28 535i had 8.0:1 compression. The 528i in europe had much migher, and the euro spec 535i motor had 10.0:1. You didn't loose so much torque on the big motor (229 lb-ft v. 214 lb-ft - 15 less), as you did horsepower (218 bhp v. 182 bhp - 36 bhp), because of the cat and compression ratio differences. This is also one of the reasons why chipping a 535i makes such a big difference. You get a very large gain in horsepower numbers with a Dinan chip for instance on the E28 US spec 535i versus torque gain. But that's a whole other pandora's box.
