Since M5s are/were hand assembled at the BMW Motorsport plant in Garching, you cannot "make" or "convert" an M5. Each one is unique, and it's a very special car--but it's also very very expensive for what you get.
I think with very careful shopping for used parts, a fake M5 can be made for less than buying a new M5. In some cases it might be worth it--especially if the E28 body is in perfect shape. The big thing of course is the motor. 5-6k, no matter how you slice it. Brake parts are also outrageous. New rotors $100. New front calipers $600+
