Clear coat is usually not repairable because it is failing from the base up to the surface. Intense sun heats the darker color paints under the clear coat, and the heat comes back up through the clear coat, essentially baking it right off the surface of the color coat. To fix it, you have to take it off to the color coat, because painting over it won't fix the broken bond. Generally, when you try to take the clear coat off, you end up taking paint off on the high spots. It generally costs more to paint a car with bad clear coat, because of the unusually high labor to get to a good surface. Sorry, used to paint cars. It's a real bugger.
