Lacquer is pretty tough stuff. I would use a water based paint stripper. Cover anything that might get splattered with old sheets-rags. Get a throw away natural bristle paint brush (don't use nylon) and paint the surface that you want to strip. Wait until it's loosened (it may take a few applications.) You may want to use steel wool to aid in the removal. Then with a hot water solution of soap (simple green/citrus miracle) scrub the part clean with a scrub brush.
