Looks to me that the first cut wires are actually extra wires added into the fuse box by a previous owner. I would suggest before connecting them anywhere to open the fuse box and to see what fuse or relay they go to and if it looks like someone has added the wiring. If so, I would remove any traces if not post pictures of it and I will help you try to find what they are. As for the second one, I am pretty sure that is not connected in my car and I would not worry about it if the car is running correctly.
