T belt update.. all done.. question about tension (archive)

I solved the cam seal mystery - thanks to those who responded. It turns out I was looking at the remains of the original seal. It just needed pressed out. I did not realize that the cam seal has a steel ring inside.

I see in the Haynes that they speak of "stretching" the new belt and then re tightening the tensioner bolts. I did run the belt around twice to check that the timing marks were aligned, but I did not loosen and re tighten again as I see the Haynes recommends.

I was getting a slight "whirring" sound from the front of the car and was concerned that my tension may not be correct.

Any thoughts on proper tensioning procedures or previous experiences would be appreciated.
