What is probably happening is when you turn your car off, the water/coolant is not being circulated. Therefore the water/coolant that is in the engine is increasing in temp. while sitting. When you start the car again, this hotter water/coolant goes by the temp sensor and moves your gauge, then as it starts to circulate and the hotter water/coolant gets cooled it than lowers the cars temp.
