I am wondering if it is possible to change the turn signal light to light up where the dead rear fog light on my car instead of on the orange part of the taillight.

Sure, just remove the connector for the turn signal from the plug on the rear lamp and move this clip to the empty location for the 'rear fog', insert a bulb holder and bulb and give it a try. But I have the rear fogs working and an extra set of rear brake lites instead.
