panel brake light (archive)

i noticed one of two switches (double switch - located under hood just left of the brake fluid resevior)was unhooked. when i rehooked it i noticed that my brake light stays on and sometimes flutters. i've had no probs w/ the brakes. possible low fluid or something bigger? thanks.
