Stuck steering wheel (archive)

My steering wheel is stuck on my '87 528e.

Yes, it still turns. But it cannot be adjusted. I disengage the silver lever at the bottom of the steering column, and it will not adjust. Not with any amount of force.

How is it supposed to adjust anyways? Is it just telescopic, or does it move up and down? Does it both scope and move?

Anyone with any suggestions?
