While it is probably a nice car (and I don't know Detroit prices) it sounds overpriced to me if it won't start, runs bad if it will start and needs major suspention work. I got my 535i three and a half years ago and it was very clean with nice 16" wheels and a blown engine and paid 2500, which after finding out all that was wrong with it was too much. Even if it is just a hundred dollar part if it won't start that is a thousand off the price since the buyer never really knows. With all due respect it sounds like a $1000-$1200 car to me.
