There should be a clip on all the calipers, although once it is installed, it really serves no purpose other than 'anti rattle'. My wheels have never turned perfectly freely, they spin without much effort, but you can always feel and hear the pads just slightly rubbing against the rotor. If it is binding a lot you might check the two rails that hole the outer side, make sure they are free moving and clean. and make sure the little caps on the inside are there, they keep dirt and grime from getting in there.
