Basically, the resistance in the circuit determines how fast it blinks. Faster = more resistance. Sounds like you have a ground problem. Without actually reading the wiring diagram in the ETM, I'd guess you have a bad ground, or need to clean the bulb contacts, or have a bulb that's going bad.
