I used a gallon of fiberglas resin and a bunch of glass cloth, then used a gallon of roofing tar over it to hide the texture of the glass down low where it looks like undercoating (I sprayed it while heated with a "shoots" gun I got from a body suppy shop). I sold the car after doing this, and it passed the local inspection, and it is STILL running around my area a year later nonetheless the rusty spots.
Don't let anyone scare you about safety. These cars won't ever let you down. PLUS, as long as it passes state inspection, if it does crumple in a crash, you can always sue the shop that passed it, so you can't lose in any case.
