The thermodynamics of mixtures is a bit wierd. Pure ethylene glycol freezes at 8°F. Water freezes at 32°F. A 60/40 EG/water mixture freezes at something like -30° to -40°F. Certain glycol/water mixtures can even lower the freezing point to about -90°F. This is why the correct mixture is important for low temperatures.

It's more complicated on the high temperature side. Glycol has a higher boiling point than water (something like 230°F), but it's thermal conductivity is less than water. So, the mixture ratio is much less important.

Of course, there are also compatibility and corrosion issues.
