Note that the sockets can be switched around, and that might have happened. Bentley mentions that the Cruise control servo (the oddly shaped black thing near the frontmost of the three relays) can electrically interfere with the low beam check relay, so that relay is sometimes swapped with one of the other two.
According to both Bentley and the BMW ETM, the high speed relay has two red & green wires going to terminal 30. The low speed relay has only one red & green wire. Both relays have 4 pins. The low beam check relay has 6 pins and no red & green wire.
Pull both fan relays, junk the one that makes the fan stop, and put the other one in the low speed relay socket.
Because you bypassed the blower resistor, the high speed relay really does nothing. Replace it at your leisure, so you'll have a backup.

Goink!
Battery was dead this morning. Charged it up. Aux fan is on. Only way to turn it off is to pull fuse. Only mod I have made to the system is to bypass the low speed by putting the resistor wires all on one side of the resistor. I did this when I converted to R134. I don't think this should cause any problems. Humph...
What would make the aux fan run even with the ignition off? I did not think the fan had a relay. If there is a relay for the aux fan, maybe it's dead. I wonder...where is it?
Thanks guys,
