The power steering system provides the hydraulic assist for the brake system. The system uses ATF.

Leaks in this system are common at the various hose clamps, the hydraulic booster, and the flare fittings. You probably lost fluid through a leak at one of these points.

With the engine off, pump the brake pedal repeatedly until the pedal is firm (maybe 10-20 times), then fill the large cylindrical reservoir up with ATF to 10 mm below the top.

The whining you hear is probably the power steering pump bearing starved for lubricant. It may or may not be too late. The pump can still run effectively if it's noisy (ask me how I know...)
