My 518i shows all four headlights when pressing the stalk to permanent high beam - but there is no "flash to pass" when pulling the stalk forward.

Are you saying that the MAIN LIGHT SWITCH does NOT have to be "ON" for all headlights to come on if your stalk is pressed to "HIGH BEAM?" Only pulling the stalk back should make the lights come on when the main light switch is off, of course.
