Yes, there is a different fuse for right and left low beams along with a fuse each for right and left high beams.(one fuse per side for high beams, not one per lamp) The old german cermaic fuses are definitely flaky, an odd weak link on generally well engineered cars. There are some other very unlikely causes like the check relay for the light on the check control panel but I would look hard at the fuses.
