No/little brakes when I first start, why? (archive)

It's been getting cold here in Texas and after sitting in the garage overnight I notice when I back out there's very little braking and the pedal action is very 'hard' for a few seconds. I've replace the brake bomb a couple of years ago, could this be a symptom of pump going back or ???
