Condensation on the cap is sometimes normal esp in cold climates. I would perform an oil change and see what happens to the new oil.

But the very first thing I would do is perform a compression check on the cylinders and check the condition of the plugs. If that reads normal I would proceed to check for vacuum leaks, then check the ignition system. If that looks ok, I would check the fuel pressure.
