Was it good and warmed up? That's pretty close, especially since it passed the 25mph. I think it just may pass if you drive it around before the test to warm up the cat, maybe driving in a lower gear also. Don't let the car sit parked cooling off before it gets tested, get done while its hot.
You can always get a pre-test just in case it fails again.
