Thanks for all the pointers. One of them has got to work.

If you have the "Nyloc" type nut at the top (nylon self lock insert) try heating the nut to soften the nylon before removing. Replace with new nuts.

If you have the steel nut with peening to make it self locking, use some liquid wrnce first, then an impact wrench to spin it off. No need to hold the strut rod, either. The steel nuts are reuseable if they are still hard to turn on the threads.
