What could be the problem when my heater blows out cold air while car is in motion. And when the car is at a stand still the air is hot.
The only vent that is open is the floor vent.
I have tried it with the fan on and off.

Check for a hole in the firewall. A missing grommet perhaps or the boot is off where the steering shaft goes thru the firewall. Is your car an automatic or standard? If an auto, the firewall should have a plug near where the clutch mechanism would go thru. Good luck.
