If removing the oil filler cap makes no difference it sure sounds like a vacuum leak. Try disconnecting the O2 sensor and see what happens, since it is a correction type of thing, it could possibly negate the effect of spraying carb cleaner when searching for the vacuum leak. But don't think it is fixed if it stops occilating, it will come back to bite you sooner or later if you don't find the real cause.
