Check the connector to the ICV for voltage and current draw. It's not uncommon for one wire to break off a pin. If you know for sure that the 2 ICV's that you tried were known good then I would suspect the ICM (idle control module).

Well another weekend goes by and the oscillating idle on my 85 528 lives on...(and of course the accompanying surge when coasting down the road)...
This car is my first BMW and the idle has been cycling ince I brought it home (I did have to rebuild the head..Broke timing belt but thats another story)...car runs great...except,
This weekend I cleaned the ICV to no avail (I have tried two seperate units)..(actually it did seem to oscillate much more efficently!)...so I decided to add the penny with the 1/4" hole in the ICV circuit and left the ICV electrical connector disconnected...still oscillating.
(Also tried reconnecting the ICV with Abe in the circuit but no difference...desperate times call for desperate measures!)...
So, still looking for that magic bullet....
Anyway...
Does this fundamentally mean that I'm getting unmetered air into the system?..I've tried to find a hole in the system via spraying carb cleaner around every possible location but can't notice any difference. (guess propane will be next!)
I love my car but this is frustrating the hell out of me. Another thing..opening the oil cap makes no differnce. (Again, keep in mind this thing is cycling from 800 to 1200 to 1500 so I can't really say the idle is rougher (as indicated in previous posts) when the cap off but I can detect no difference. This is what makes me believe that there is unmetered (or can it be too much metered air) getting in the system if taking the oil cap off makes no difference.
I've checked (and printed) all archives which indicated idle or surging and am still looking for a solution.
Again, Any assistance would be appreciated including any information from others who've been there and can tell me where leaks were found and/or any other corrective action that resulted in the elimination of the surging.
I will not give up and when I finaly get it this figured out (and I WILL figure this out!) I will definetly post the entire episode.
