One, the way it's written may cause parts cars to the crusher rather than the junkyard and would definitely take some potentially restorable classics off the road forever.
Two, this is a fig leaf bill that would do almost nothing to promote energy independence or lower overall emissions. To do that we need to tighten CAFE standards (e.g. include SUVs in fleet ratings) which no sentaor apparently has the guts to call for.
