The last time I did my front rotors, I had this problem. I used a propane torch and penetrating oil to get it loose. I put a generous amount of penetrating oil on the hub and in the bolt holes (at the the rotor/hub interface), then applied heat until trapped air bubbled out through the oil, removed heat and applied oil and let it get sucked into the joint, tapped lightly, pulled, and repeated until the rotor came off. I had used anti-seize, but evidently not enough!

I know that this is a stupid question and Please don't take it the wrong way and think that i am trying to undermine your intelligence, but did you remove the screw that holds it on? If you are sure that it is totally unbolted my suggestion is to come on the back side and whack it with a really large hammer.
