These cars are very sensitive and love to shimmy. I hear that a slightly loose wheel bearing will show up as shimmy. Brake discs that are 0.003" out will show up as shimmy. As you found out, moving the wheel weights along the axis will result in shimmy.

Get used to it. Be anal about the front end and you can minimize it, but I don't think there's an E28 that doesn't shimmy at least some.
