It's the "freeze alert"... it's in the instruction manual, assuming your car has one in the glove box.

It is warning you that temperatures are approaching freezing point, so you should watch out for ice patches on the road. And, as the signs say, "bridge freezes before road surface" due to wind chill. At 36 degrees, a bridge may be icy.
