You can check the switch(es) in a pan of hot water with a voltmeter. I'll bet your low speed resistor on the fan is T/U. Jump the switch terminals with a piece of wire while the ignition is in the run position. If low speed doesn't work, then the resistor is bad. About $30-40 at the dealer.

How many switches are there and where are they located?


There is either one combo switch or two separate high and low switches depending on the year of the car. Don't have an M5 (E28) so I can't say for certain what you will find or where they are located. Usually upper left or right side of the radiator. You will know it when you see it. Sticks out and connected to a wiring harness.
