The E28 has a pretty unsophisticated a/c. It's always on recirculate. When on A/C, all but midlevel vents are closed. With A/C off, you can certainly run the fan, as long as a vent is open, if you're trying to dry out ductwork.

Are you sure it's always on recitricate when the A/C is on? I got stuck behind a chicken truck the other day that smelled so bad I went home and joined PETA. I had the A/C on, but was definitely getting fresh(?) air in the cabin. It seems to me that the only way to get in a recirculate mode is with the A/C off and the middle lever to the left(closed). Perhaps mine is not working quite right...
