Sheldon - guess the ICV access looks tougher than it is. Check out my thread on the E28 board - a guy there responded thoughtfully, he suspects the ICV or the DME, or possibly the connections between the temp sensor and the DME - have you checked your coolant temp sensor readings at the DME plug in the glove box?

Check to see if you hear any backfiring, maybe that is unrelated, but it only happens during this cold stumbling phase.
