A full f/r euro bumper kit retails for well over $1000 from BMW. IMHO $650 for a f/r euro bumper kit is dirt cheap (I've seen them auctioned off with $900+ reserve prices). I am not sure exactly where they come from, but I'm pretty sure that Maxmillan can get you a set. You may have better luck getting an answer to your question on the e28 board since there is a lot more traffic there.
