You got it right and this means you TPS is bad. Not to worry this is very common and also means you will be enjoying open loop full rich WOT as soon as you replace that thing. FYI the litature with the Dinan chip recommens changing the TPS just in case. The chip (Dinan not Jim C.) only alters things when given a WOT signal.
