I opened up the ECU again to look for bad solder joints and the chip fell out!
DUh!
When I put in the chip I pushed hard enough to almost break the board I thought, but it never clicked in. Doing it the second time I really pushed down with the board on cardboard and it crunched into the sockets one side at a time.
at least it didn't cost anything!

Putting in the chip puts stress on the ECU circuit boards. It is quite possible that you had a failing solder joint and installing the chip just made it worse.

If you handy with a soldering iron, try resoldering where the big transistor connects to the PCB. That fixed a similar problem in my car.
