Clunking insteering box (archive)

I know these can be adjusted but when they are loose are they suppose to make a clunk sound ? This is when I quickly move the wheel back and fourth. I've replaced every piece of the front end with new parts and have new tires. The only place I can point to now for play in the system is the steering box.

I also noticed that the box moves or torques a bit when I move the steering wheel back and fourth.
