The issue is not that the bolts are loose, but that the bracket is likely breaking away from the subframe and needs to be reinforced. The steering box should not move at all under normal circumstances. Tightening the bolts may help but will likely not accomplish very much. Very careful inspection of the subframe and bolts is required.
