Good lateral thinking here! I'm going to try and find a similar place for mine as I would like to paint my own wheels instead of going to a complete finishing place. How hot did the wheels get during the hot-dip and for how long?
If the straightening cost only $30/wheel, where did the other $70/wheel go? Paint could not have been that much?

I just had all four of mine fixed, they wouldn't balance either. I also had really bad vibrations above 80mph.
This is what I did.
1) Found a shop that fixes wheels for dealers and wheel shops. I did this by calling the company that makes the equipment used to true the wheels. The company I used is in Los Angeles, Lynco in Santa Anna, they where able to hot-dip the wheels to remove the paint and then true the wheels within .015. This costs $30.00 per wheel. They can get them to .006 but it will cost you.
2) Once the wheels are true I took apart the center hubs, painted everything with a nice BMW silver with two coats of clear. I used a touch-up gun which worked nicely.
Since you have only one that is bad I don't know if you want to go through this process. The upside is I only spent $400 aprox to completely redu all four wheels.
