A/C Keeps Blowing Fuse (archive)

On my 93 318is. One of the A/C fuses keeps blowing as soon as you put the A/C on. If I unplug the wire to the compressor it doesn't blow. The compressor turns over freely and is not locked up. If it is low or out of Freon would that cause the fuse to blow ?
