My E30 cars had similar issues. I removed the Idle Control valves and cleaned 'em thoroughly with brakekleen. I re-lubed it with light mineral oil and it solved my problem in both cars.

I'm not so familiar with twin cam motors - but it's easy and worth a shot - yes?
