I agree, the in tank pump should be replaced, unseen. I just got one for US$87 online. When you take it out you'll see what a cheap little thing it is. No more problems at hi rpm or when coasting down from high speed.

It sounds like you may have a bad pickup fuel pump in your gas tank. Fuel starvation with a low gas tank is a symptom.
