Sorry for the delay as I've been off the 'net.
I bought my Shrick 272 cam new from Korman in N.C. It came with the Shrick wax paper wrapping and looks brand new, so I assume it is.
The base circles of the cam were indeed smaller than those of the stock cam. You are right that this is typical of a reground cam.
I cannot explain why the base circles are smaller, only that they are.
At the same time, I also bought a 280 Shrick cam and the base circles were the same size as stock. Thus, it would not require lash caps. But on a US cam box, the 280 cam has so much lift that the lobe interferes with the cam box casting. Therefore, reliefs had to be cut!
The Shrick cams that I bought do have timing marks also.
Lastly, I've only seen used Shrick cams for sale once and they too had lash caps. Go figure.
