The viscous coupling is never 100% disengaged. Roll up a paper and stick it into the fan when it is cold and it will stop easily. Do the same when hot air has been allowed to hit the clutch and it will continue to beat on the paper.
When cold the fan sort of rotates and freewheels, probably at lower than engine speeds when the car is running. At a standstill it may run at engine speed as there is not much air to push around.
When hot the fan pushes hard and takes up energy.

So howcome my fan is always rotating even with the engine totally cold?? is the viscous coupling knackered??
Obviously its not gonna stop completeley but there always seems like plenty of friction available to run the fan even with the engine cold.
