You are completely correct. You need to understand that the one vacuum tube is coming from the true manifold vacuum (located towards the brake master cylinder) and 2nd ary vacuum running from the exhaust side of the front carb which resists the primary vacuum.
You need to get a good diagrm of the emissions control for your year.
These are found at your local library from Chiltons or Haynes.
