I found the son of a bitch. It's on now! Thanks everyone for your support and advice. Just because I didn't need to use the services you offered doesn't mean I don't appreciate them. I owe all of you.
So now it's off to court. I am going to milk him for all he is worth. I do have a question though. I was able to obtain his driving record and found he has had two violations.

08 18 2000 DI ACTION CANCELLATION

Is he driving on a cancelled license? Also what do "CS" and "DI" mean?
